Because cross-border B2B logistics involve complex international trade laws, all shipments originating from our international fulfillment centers are subject to the specific customs, duties, and import tax regulations of the destination country.

By placing a bulk order on our Site, you acknowledge and agree to the following customs and tax terms.

1. Import Duties and Taxes Disclaimer (B2B Terms)

  • DDU/DAP Shipping Basis: Unless explicitly stated otherwise during checkout or arranged via a specialized tax-inclusive shipping route, all international orders are shipped on a Delivered Duty Unpaid (DDU) or Delivered at Place (DAP) basis.

  • Buyer’s Absolute Responsibility: All import duties, customs clearance fees, Value Added Taxes (VAT), Goods and Services Taxes (GST), brokerage fees, and local consumption taxes are 100% the responsibility of the buyer (the importer of record). These charges are not included in the product price or the shipping fee paid to Haowholesale.

2. How Customs Charges are Handled

  • Carrier Collection: When your bulk cargo arrives at your country’s border, the shipping carrier (such as DHL, FedEx, UPS, or localized customs brokers) will contact you directly via phone or email to present a customs invoice.

  • Payment Timeline: You must pay the demanded duties and taxes directly to the logistics carrier or local customs authorities within their stipulated timeframe to ensure the release of your package. Haowholesale cannot pay these fees on your behalf.

3. Local Customs Thresholds (De Minimis Values)

Import tax regulations vary wildly depending on your business location. Below is a baseline reference for key wholesale markets:

  • United States: Bulk shipments valued under $800 USD typically enter duty-free under Section 321. Orders exceeding $800 USD will face formal or informal customs entries and relevant tariff rates.

  • European Union (EU): Since July 2021, the €22 VAT exemption has been abolished. All commercial imports entering the EU are subject to local import VAT regardless of value, alongside custom duties for orders exceeding €150.

  • United Kingdom: All commercial shipments are subject to UK import VAT and potential customs duties depending on the commodity code and order valuation.

  • Australia & Canada: Local GST/HST and duty thresholds apply strictly to commercial wholesale items.

4. Low-Declaration & Invoice Customization Requests

We understand that many wholesale buyers wish to optimize their import tax costs.

  • Custom Commercial Invoices: If your local customs clearing agent requires specific item descriptions, HS codes (Harmonized System codes), or a customized valuation invoice to smooth out the clearance process, you must contact our support team before the order status changes to “Shipped”.

  • Risk Assumption: If you request a lower declared value on the shipping invoice and local customs authorities reject, audit, delay, or penalize the shipment based on under-valuation, the buyer bears 100% of the legal and financial risks, including seizure or re-valuation fines.

5. Refusal to Clear Customs / Abandoned Packages

If a buyer refuses to cooperate with customs brokers, fails to provide necessary business import documentation, or refuses to pay the required import duties and taxes, the package may be abandoned by the courier or destroyed by local customs.

  • Strict No-Refund Policy: Haowholesale will issue absolutely NO refunds, store credits, or replacements for packages that are destroyed, seized, or abandoned due to the buyer’s failure to complete customs clearance or pay local taxes.

  • Return Costs: In rare cases where the carrier forces a return shipment back to our warehouse due to non-clearance, the buyer will be billed for the original shipping, the return return-freight penalties, and any return customs fees incurred.
